The overall objective of the Interim Evaluation (IE) facility is to help enhance the relevance, efficiency, effectiveness, impact and accountability of pre-accession assistance. The immediate objectives of the IE facility are: (1) to provide stakeholders in DG Enlargement and candidate countries with independent evaluation findings; (2) to provide a quality management tool and early warning system for programme implementation; (3) provide input for decision making at JMC meetings; (4) provide advisory services by drawing out lessons learned and feeding them as recommendations into the design of future programmes; and (5) to help develop monitoring and evaluation capacities in the candidate countries.
