The core IT systems of the IAPR – TAXIS, TAXISnet (the e-services module) and Elenxis, have been operational for more than 20 years and are unsustainable. Furthermore, the architecture of the current tax system is based on a distributed model that reflects the older working model of the semi-autonomous regional tax office, in which the back office centralised operations and the case workflow management approaches are absent. The outdated architecture of the current tax system is a serious structural impediment (i) to model and manage important performance areas such as arrears and offsetting, (ii) to streamline operations such as tax refunds and tax clearance, and finally (iii) to move to customer centric services and tax offices. These shortcomings ultimately result in uncollected revenues.
The project aims to achieve the following outcomes:
- Outcome 1: Enterprise Architecture designed and implemented within IAPR as a key success factor for its digital transformation
The consultants will collaborate with the IAPR to record the as-is EA and describe the intended to-be EA, after the replacement of the TAXIS, TAXISnet, and ELENXIS.
- Outcome 2: Consistent, comprehensive and feasible preparation for the replacement of the core tax systems of the IAPR
The consultants will help the IAPR to prepare in a systematic and comprehensive way for a successful replacement of TAXIS, TAXISnet and Elenxis, and to minimise the risks that are always present in big IT system replacement projects. This includes BPR of 3 key business areas, as well as preparation for the tax system replacement tender.
- Outcome 3: Strengthened IAPR’s own capacity to develop and maintain EA and to prepare and carry out IT procurement.
The consultants will transfer know-how on Enterprise Architecture techniques and methodologies and will propose relevant software tools. Additionally, further training will be provided on procurement processes for I
