• response at short notice, i.e. within a period of 20-40 days;
• Support with objectivity, which requires a high level expert view, unaffiliated with and unaffected by industrial, professional or other specific interests.
Type of services provided The required services are of intellectual nature in the area of technical assistance in the field of energy (Lot3) and may take the following forms:
1. Measures aimed at improving the operation of the internal energy market
2. Studies and projects in the context of:
a. “TENs”, CEF, and projects of common interest (PCI)
b. includes market monitoring activities and studies
3. Research Programmes: FP, Horizon 2020
4. Energy Framework Programme, including:
a. Intelligent Energy Europe
5. Regional Energy Management Agencies
6. Specific programme for Non-nuclear energy (existing contracts)
7. Energy demand and efficiency technologies:
a. Environmental issues
b. Safety issues
c. Standardization issues
d. market penetration issues
8. Energy Dialogue with Third Countries and extensions of the internal energy market
9. Standardization of equipment (cost/benefit studies and analyses)
10. Measures in the fields of:
a. energy security
b. Safety
c. protection of environment
11. Risk management:
a. Emergency preparedness and crisis management
b. inventory of organizational and operational resources
c. decision-making models
d. qualitative and quantitative risk analysis, risk control options
