Evaluation of the Operational Program "Accessibility Improvement"

The project refers to the provision of technical scientific services for the evaluation of the Operational Program "Accessibility Improvement". The evaluations made during the implementation period, will include the gathering and presentation of data and information concerning the following topics:
- The progress of the operational program; 
- The results achieved through the implementation process;
- The detection of deviations in the up to date flows and results, in comparison to the primary stated targets, as well as the fundamental reasons for this deviations;
-The recording of targets for which a low degree of achievement is expected until the end of the  Operational Program’s period, and the formulation of suggestions for corrective interventions, in order to avoid the upcoming risks;
-The assessment of the targets set in the Operational Program, in comparison to the current social and economical conditions;
- The ways that the target setting and the programming can be improved;
- The detection of cases that budget is over exceeded;
- The evaluation of the monitoring, management and control mechanisms;
Relative suggestions, evaluations and estimations will also be made for the projects of the Regional Operational Programs that are being handled by the Accessibility Improvement Authority and the Middle Administration Authority.
Moreover an assessment on the strategic correctness will be made, taking into consideration the current changes in the economical and social environment, which apparently alter the SWOT analysis based on which the operational program has been elaborated. Also, there will be an evaluation of the topicality of the strategic and operational goals, compared to the current situation, as well as the compatibility of the selected Priority Axes compared to the goals of the Operational Program. Finally, there will be an estimation of the repercussions of the Operational Program “Accessibility Improvement” in the level of NSRF.
The evaluations will result to the provision to the managing authorities and the institutions involved, of accurate information and arguing estimations concerning the implementation progress of the Operational Program. This will help the above mentioned authorities to align their implemented interventions to the General Program’s Strategy, and to become aware of the level of achievement of their quantitative indicators and the level of effectiveness of the up to date implementation of the Program in general.
Moreover through the evaluation process, conclusions and realistic proposals will be presented who, if adopted, can lead to the application of correcting processes, as well as to the revision of the Program, hence to the improvement of the effectiveness of the Operational Program’s implementation procedures.
