The project’s purpose is to carry out the Mid-Term Evaluation of the Operational Programme "Road Axes, Ports and Urban Development" (OP-RAPUD) of the General Secretariat for Public Works of the Ministry for the Environment, Physical Planning and Public Works. RAPUD is one of the 11 Sectoral Operational Programmes of the Third Community Support Framework (3rd CSF) 2000-2006. The Mid-term evaluation aims at improving the quality and relevance of programming of the Operational Programmes (OPs), under the Community Initiatives. The legal Basis for the Mid-Term Evaluation Article 42 of Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds. It provides an opportunity to identify reorientations to the programming, which may be needed to ensure the achievement of the original objectives. It is the essential input into the mid term review and is inter-linked with the performance reserve.
