The objective of the project was the development and evaluation of alternative methods and the finding and application of the most appropriate for the adaptation of the existing Criminal Record Information System of the Hellenic Ministry of Justice, Transparency and Human Rights, in order to enable communication with the corresponding systems of other EU member states.
Objectives: The Interconnection of the Greek Criminal Record System with corresponding criminal record systems of other EU States (ICRS) aims to create an electronic interconnection between the Criminal Records information system maintained by the Ministry of Justice and other CR systems of EU member states.
Context: At the inception of the project, the Network of Judicial Registers initiative (NJR) was already running as a pilot project in anticipation of a forthcoming EU directive prescribing the obligation of the EU Member States to facilitate the exchange of criminal record data among them. Several Member States were participating in the NJR, while a subset of those had integrated the functionality of the NJR in their business processes. Since 2009, the Commission has pushed forward with the European Criminal Record Information System (ECRIS) which will take precedence over NJR and expand its scope to all 28 Member States.
The main target groups of the project were as follows:
- The Independent Criminal Records Department of the Ministry of Justice, Human Rights and Transparency of Greece
- Internal stakeholders: Personnel and organisations under the supervision of the Ministry of Justice, Human Rights and Transparency (courts, ministry administration and services, etc.)
- Public sector stakeholders: Law enforcement, public administration, cooperating member state administrations
- Private sector stakeholders: Legal professionals, information and communications technology (ICT) industry
- The general public
Academic and research audiences: Research audiences interested in the themes of ICT, e-governance, systems interoperability, law and public administration
