The purpose of the multiple framework contracts is to provide at short notice the contracting authority with highly qualified external expertise so as to support it with objectivity in the design, preparation and implementation of EU policies and initiatives and legislative proposals.
The above short sentence clearly pinpoints the key requirements of a successful framework contract, which are:
- Provision of qualified external expertise, covering a wide range of subjects in the fields of energy ;
- Response at short notice, i.e. within a period of 20-40 days;
- Support with objectivity, which requires a high level expert view, unaffiliated with and unaffected by industrial, professional or other specific interests.
