REEE II

The overall objectives of this contract is to assist the European Union in taking an informed decision on the payment of the 2nd, 3rd and 4th variable tranches of the Budget Support Programme ''Renewable Energy and Energy Efficiency Programme in Jordan REEE II'' (ENI/2015/037-735 & ENI/2016/039-487).

The purpose of this contract is to provide to a detailed review of the implementation of the budget support programme "Renewable energy and Energy Efficiency Programme in Jordan REEE II", and to provide consistent sets of conclusions and recommendations to be used by the Commission to make decisions on instalment disbursement for the 1st tranche of the budget support. The assignment consists in a formal, full-fledged and detailed review of the implementation of the EU budget support conditions. The assessment takes stock of the results achieved by the Government of Jordan with regard to the Programme, more particularly in :

• The implementation of the [state of the sector strategy / public policy];
• In terms of applicable indicators and recommendations on actions to be undertaken in case of mismatch between objectives and achievements is observed.

As a result of this assessment, the Consultant will provide to the Contracting Authority recommendations as regards the level of disbursement this tranche. The mission foresees to contribute to maintain a high level of clarity, and a shared understanding by all stakeholders, regarding the steps required to ensure the relevant tranche releases for reform benchmarks met.
