Technical Assistance to Support Monitoring of Actions Financed under the Facility for Refugees in Turkey

This is a complex, multi-sectoral programme for the EU Delegation in Ankara, Turkey which aims to enhance efficiency, coordination and complementarity of EU support provided to Syrian refugees and host communities in Turkey and to ensure accountability on the use of resources. The purpose of this contract (now branded as SUMAF in Turkey) is “to ensure tracking and measuring the results of interventions financed in the priority areas of the Facility for Refugees in Turkey, and the impact of the Facility as a whole through the operationalisation of a results-based monitoring system for the Facility”. The programme covers a wide range of sectoral areas including 1) Humanitarian Assistance, 2) Education, 3) Health, 4) Municipal Infrastructure, 5) Socio-Economic Support, and 6) Migration Management across many different provinces in Turkey.

The methodological approach to monitoring is tailored to the specific needs of the Facility and in doing so draws upon best practices from various monitoring systems used by donors around the world (the standard OECD criteria of relevance, efficiency, effectiveness, impact and sustainability) – along with additional cross-cutting OECD criteria (gender, conflict sensitivity, environment etc.).

The project includes an emphasis on obtaining feedback from beneficiaries themselves; emphasising the actual quality of results (as opposed to their simple existence); flexibility in how monitoring missions are deployed; and audience-appropriate reporting mechanisms. Beneficiaries are Turkish host communities and Syrian refugees, who are highly vulnerable due to the conflict they have experienced in their home country. This is being achieved through specific work streams aiming to deliver the following results:

Result 1: The Facility/Result Framework indicators are tested and reviewed to ensure quality reporting on the achievements of the Facility against its priority areas and overarching objectives. This involves: a critical review of facility contracts and stakeholders; conducting diagnostic and analytical assessment and developing reporting and data management functions, including supporting theory-based approach to evaluation underpinned by contribution analysis;

Result 2: A result-based monitoring system at action/contract level is operationalized to ensure effective monitoring and quality reporting on implementation of the Facility-funded contracts. This involves: developing a monitoring strategy, methodological and operational guidelines; assessment of the needs and planning of short term expertise for monitoring, consolidation of Baseline, milestones and target values in the logframe of the actions/contract and design data collection system; and planning and implementation of monitoring tasks and visits;

Result 3: Capacity Development and Results Based Monitoring. This involves Technical Support and Guidance on Monitoring and Evaluation for IPs and Dissemination of Project Results.
