POLIFOLIO

The project intends to develop an innovative methodology, and the necessary IT open source infrastructure, for the facilitation of the “co-creation” of interventions by all the stakeholders involved, using crowd-sourcing techniques, modelling/simulation of complex systems and open data sources. The main objective of the research project is the implementation of the Polifolio Platform, an integrated open source platform with two basic elements: 1) A flexible modelling environment allowing decision makers to model, in an effective and documented manner, strategies/policies and their action frameworks, and 2) an easy-to-use “design canvas” which can be operated by non-technical users for the development of action combinations. The platform will be implemented based on an innovative policy-making methodology, which in turn incorporates crowdsourcing methods, policy and strategy modelling and simulation, assisted by System Dynamics techniques and through the discovery, collection and processing of open data for policy evaluation, Portfolio Management and Decision Support. This approach attempts to explore the underlying research fields and expand the knowledge beyond the current state-of-the-art. The innovative character of the proposed platform lies in its formulation in such a way to perform as a complete package of consulting services, flexible and adaptable to various customer types and needs in the public and private sectors. The service combinations which will be marketed, will be determined based on the prescriptions of the proposed methodology, the characteristics of the software and the experience collected during the pilot applications.
