The purpose of the contract is to provide support to the Lebanese authorities in their sector policy management in the water, energy and transport sectors. The technical assistance mainly aims at improving the coherence of project approaches, by supporting the development and implementation of a programme-based approach (PBA) in these 3 main infrastructure sectors.
The contract aims at achieving the project purpose through 33 months' technical assistance and training, mainly directed at the following target groups: 2 line ministries (Ministry of Energy and Water, Ministry of Public Works and Transport) and other central and local institutions involved in the management of infrastructure projects of the energy, water and land transport sectors.
• A baseline of the current situation of the sector in the process towards a Programme Based Approach is established
• Comprehensive sector policy and strategy documents are drafted
• A sector budget and its medium term expenditure framework are established
• A (sector and donors) coordination framework is in place and operational
• A sector performance monitoring system is set up and operational
• A list of priority projects is established and presented to the project’s Steering Committee
• For priority projects approved by the project’s Steering Committee, all necessary contractual documents are being prepared and approved by the SC
• A study tour for a team of five civil servants is implemented, in order to enhance a transfer of know-how and capacity building
• A final monitoring survey is achieved on the progress of Lebanon in implementing the Programme Based Approach for each sector
