The objective of the study is to analyse the conditions and modalities for the development of renewable energy resources in the context of the implementation of the new EU Renewable Energy Directive in the Contracting Parties of the Treaty establishing the Energy Community (ECT). The scope the study includes also Moldova, Ukraine and Turkey (as "candidate Contracting Parties"). EPU-ICCS participates in the study in a consortium led by IPA.
The work comprises four tasks: Review of the current state of development of renewable energy in each of the Contracting Parties (CP) and candidate Contracting Parties (CCP). Includes an assessment for each CP and CCP of the 2020 forecast of total gross final energy consumption (Analysis must be consistent with that of the European Commission's as represented in the publication "European Energy and transport: trends to 2030") . Analysis of the impact that the new requirements of the Renewable Energy Directive have on the Contracting Parties and Candidate Contracting Parties, considering the available renewable energy potential and the provisions for cooperation among EU Member States and Contracting Parties as foreseen in the New EU Renewable Energy Directiv. Calculation of mandatory targets for the Contracting Parties, to be achieved by 2020, based on the methodology prepared by the EC. Evaluation of the costs associated with the fulfilment of the mandatory targets, assessment of the investment opportunities, the associated employment possibilities, GHG savings and reduction in fossil fuel consumption.
