The scope of the project is the provision of scientific and technical assistance services for the supervision and monitoring of all the projects of development and installation of integrated Information Technology and Communication (ITC) systems in the Prefectoral Self-governments in the three Regions, These projects are financed by the Operational Program "Information Society", Measure 2.2 "Electronic Government in the Citizen’s Service".

The overall objective of the Interim Evaluation (IE) facility is to help enhance the relevance, efficiency, effectiveness, impact and accountability of pre-accession assistance.

The specific aim of the evaluation consultant is to assist the programming and assessing of the new Operational Programme for Competitiveness (O.P.C.) and support the Administrative Office in its consultancy with the Ministry of Economics and the European Commission till its approval.
