Completed, EU Representation in Moldova.
This project is implemented in the framework of the contract-frame with the European Commission in the sector of energy (Framework Contract, Lot-4), that aims at the rapid benefit of technical aid in third countries in the above sectors. The aim of particular work is the scientific support to the European Commission, to assist the Republic of Moldova in the preparation of the Sector Budget Support Programme for energy under the National Action Programme 2009.The project will support local authorities on administrative and managerial issues. It will provide also support and technical assistance to produce an analysis of the situation in the energy sector at this point in time in the Republic of Moldova.Under the identification phase:
- Preparation of an 'identification study' for the energy sector.
- Provision of a detailed analysis of the institutional and financing arrangements through which different central and local authorities in the Republic of Moldova manage energetic resources in the Republic of Moldova as well as initiatives for reform.
- Provision of a detailed overview of needs and proposed interventions in the towns and villages of Moldova in the energy sector and proposal of a number of recommendations on possible future technical assistance.
Under the implementation phase:
- Preparation of a full SPSP study.
