Evaluation of Detailed Proposals of the ACP-EU Energy Facility

This assignment involves the evaluation of the detailed proposals (DP) that have been submitted in response to the second Call for Proposals (CfP)  of the ACP Energy Facility (ACP EF). The ACP EF finances  specific projects in ACP countries, aiming to support these countries and their societies in achieving:

• improved access to affordable and sustainable energy services in rural and peri-urban areas
• development of an energy sector enabling governance and regulatory framework and reinforced capacities.

The purposes of the project are the following:

• Assist the EC Energy Facility Unit (EFU) in the assessment, evaluation and final selection of the received full applications (foreseen around 200 full applications to be received), in accordance with the standards and procedures described in detail in the Guidelines for applicants responding to the open Call for Proposals;
• Support the EU Delegations during the clarification and negotiation process, prior to the signature of the grant contracts with successful applicants from the Call.

The expected results of the project are the following:

1. Development of preparatory material for the evaluations (Guidelines, presentations, Quality Control procedures, etc.) for both for Assessors and the EU Delegations with the aim of harmonising the way evaluations are performed.
2. Adequate training of all assessors in the Guidelines of the call for proposals and the guidelines of the evaluation procedure.
3. EFU receives timely and quality evaluations performed from the Consultant
4. Evaluation Committee receives a clear report with clarification issues and points to be negotiated for each full application

EU Delegations are supported in the negotiation process of these points if requested.
