The project assists the Commission in evaluating the impact of the projects of common interest in terms of their contribution to the EU energy policy objectives in terms of market integration, security of supply and sustainability. The objective of the study is two-fold:
1. To assess the benefits of the completion of the PCIs. The study shall estimate the benefits of the completed PCIs until mid-2016 on the one hand and expected to be achieved by further implementation up to 2020/30.
2. To estimate the costs of delayed implementation of the PCIs and insufficient interconnection of networks beyond 2015 up to 2020/30.
The core objective of this study is to evaluate the extent to which the PCIs will contribute to meeting the targets of electricity interconnectivity and diversification of gas supply and will benefit the whole energy supply chain, as well as to assess the impact of any potential delays of PCI implementation on the energy policy objectives and the energy supply chain.
The focus of the study are the Member States that have not met their targets for electricity interconnectivity and diversification of gas supply, and therefore rely on PCIs to fulfil these targets
